Position Summary and Responsibilities



This position is responsible for the development, implementation and management of the import/export customs compliance functions across the business unit. The role demands strong customs compliance expertise with exceptional communication and collaboration skills. The Customs Compliance Manager will support the business unit in managing imports/exports, interacting with all of the various functional areas, the CBU Lead, and Teledyne’s Corporate International Trade Compliance office.


Develop, implement and manage customs compliance processes to meet goals and cost objectives. Selects, develops and leads personnel to ensure the efficient operation of the International Trade Compliance function. Plans and administers procedures and budgets. Receives assignments in the form of objectives with goals and process to meet goals outlined.


As the Regional Business Unit’s Customs Manager, they will support the locations in managing customs compliance for both imports and exports, interfacing with all the various functional areas, the designated Import/Export Administrators for the assigned locations, and Teledyne’s Corporate International Trade Compliance (“CITC”) office. Works on complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Determines critical methods and procedures on new assignments and coordinates activities of other personnel.



Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Responsible for ensuring effective customs compliance at multiple business units falling under their assigned scope, in accordance with Canadian and international customs laws and regulations and Teledyne Technologies corporate and export compliance policies and procedures.
  • Ensure and support appropriate management accountability and responsibility for customs compliance.
  • Establish and maintain customs compliance procedures and program documentation, including customs documentation; trade data points including HTS classification, country of origin, CETA and other FTA determinations, valuation, broker and forwarder management; recordkeeping; audits; carnet applications; and training.
  • Conduct the required scheduled reviews for customs activities as outlined within the Global Customs Compliance Manual and Corporate Customs Policy requirements.
  • Review import and export customs filings for accuracy and compliance with customs regulations and CITC policies and procedures.
  • Provide quarterly and yearly reporting of relevant trade compliance data to CBU Lead, CITC and Canadian Border Services Agency (“CBSA”) as required.
  • Conduct regular customs compliance training for senior management, engineers, scientists, shipping, sales and marketing and other functions involved in import and exporting.
  • Conduct periodic audits and self-audits and implement corrective action, as required.
  • Directs subordinates to achieve assignments using established guidelines, procedures and policies by providing leadership to a unit or group of employees, assigning tasks and checking work at frequent intervals to ensure production goals are met within organization goals of budget, time requirements and high level of quality.
  • Generally, supervises lower level professional staff, providing guidance to employees according to established policies and management guidance.
  • Interacts with subordinates and/or functional peer groups regarding exchange or presentation of information.
  • Pursues new ways to improve the efficiency of processes. Develops, plans and administers procedures. Recommends changes to policies. Coordinates, develops and implements standard operating procedures for functional area.
  • Manages the adherence to prescribed procedures.
  • Prepares reports.
  • Identifies obstacles to achieving business goals and provides solutions or seeks assistance.
  • Frequently interacts with subordinates, outside customers, and functional peer groups at various management levels. Interaction normally requires the ability to gain cooperation of others, conducting presentations of technical information concerning specific customs topics.
  • Assist Corporate Legal- International Trade Compliance Office with investigations of any incidences of purported non-compliance with customs laws and regulations.
  • Attend the Corporate International Trade Compliance annual conference.
  • Attend external third-party import and export training seminars as required.
  • Other trade compliance duties as assigned.
  • Daily availability to include evenings and weekends when necessary to reach goals and deadlines.

    Supervisory Responsibilities 
  • This job also includes providing technical leadership to lower level Customs Administrators within a dotted line reporting structure.
  • This job provides general supervision to lower level professional employees. Responsibilities include providing leadership to employees, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience                                                   

Bachelor's degree (B.A.) from four-year college or university in a related field and 10-15 years of directly related experience and/or training; or equivalent combination of education and experience.


Specific Customs Experience

Practical experience implementing customs compliance programs is mandatory. Extensive knowledge of Canadian Customs and experience with customs brokers essential. Experience in Free Trade Agreement qualification, evaluating FIRMS Data, and Customs Special Procedures a plus.


Ability to apply technical knowledge of regulations to business transactions; and experience with automated denied party screening systems and Canadian Government on-line permit application procedures strongly preferred. Familiarity with the Canadian export laws and regulations, including the Canada Export and Import Permits Act, and Canada Controlled Goods Regulations a plus.



Canadian Customs certification strongly preferred.


Language Skills

Ability to read, analyze, and interpret governmental regulations, general business periodicals, professional journals, or technical procedures. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.


Mathematical Skills

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.


Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.


Computer Skills

To perform this job successfully, an individual should have knowledge of MS Outlook, MS Excel and MS Word software.
